In a significant operation, the Delhi Police Crime Branch has successfully dismantled a major international arms trafficking module with alleged links to Pakistan’s Inter-Services Intelligence (ISI). The crackdown led to the arrest of four key operatives and the seizure of a substantial cache of sophisticated, foreign-made weapons intended for distribution to notorious criminal syndicates across Delhi, Haryana, Punjab, and Uttar Pradesh.
The four arrested men have been identified as:
- Mandeep Singh (38, from Jalandhar, Punjab)
- Dalvinder Kumar (34, from Jalandhar, Punjab)
- Rohan Tomar (30, from Baghpat, UP)
- Ajay alias Monu (37, from Baghpat, UP)
The ISI-Backed Drone Pipeline
The investigation revealed an alarming and highly modern method of smuggling. The ISI-linked network, believed to be operating in coordination with foreign handlers and the gang of US-based gangster Sonu Khatri (alias Rajesh Kumar), used customized commercial drones to move the arms:

Smuggling Route: High-end weapons, including the Türkiye-made PX-5.7 pistol (a firearm typically used by special forces) and China-made PX-3 pistols, were sourced and then routed through Pakistan.

Drone Drops: The weapons were wrapped in carbon-coated material to evade detection and airdropped at pre-selected GPS locations along vulnerable stretches of the international border in Punjab, usually late at night.

Logistics: The arrested operatives were the local receivers who collected the consignments and transported them onward.
DCP Sanjeev Kumar Yadav of the Crime Branch confirmed the sophisticated nature of the operation, noting the use of encrypted communication and payments channeled through hawala or proxy accounts to maintain anonymity.
Arming North India’s Gangs
The ultimate destination for these smuggled arms was India’s organized crime networks. Police sources indicate that the racket was supplying weapons to some of North India’s most feared gangs, including the Lawrence Bishnoi gang, the Gogi gang, the Bambiha gang, and the Himanshu Bhau gang.
The arrests were made after the Crime Branch intercepted a white Swift Dzire near Khatu Shyam temple in Rohini, where Mandeep Singh and Dalvinder Kumar were apprehended. A duffle bag containing eight foreign-made pistols and 84 cartridges was discovered concealed inside a speaker box in the vehicle. The interrogation of the duo led to the subsequent arrest of Rohan Tomar and Ajay alias Monu in Baghpat, UP, from whom two additional pistols were recovered.
The dismantling of this ISI-linked network marks a crucial success in stopping the flow of high-grade weapons that could have been used to destabilize the region and escalate gang violence in the national capital and surrounding states.
